Sealed bids for Florence Municipal Airport, Pavement Rehabilitation Project, A.I.P. Project No. 3-41-0019-018-2022 will be received by Mike Miller, Public Works Director, at the Public Works Facility located at 2675 Kingwood Street, Florence, Oregon, 97439, until the bid closing time of 11:00 a.m., local time, on the 29th of March, 2023, at which time the bids will be publicly opened and read. Contractors must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract with the City. Among other factors that will be considered, the City will only award a contract to a contractor that is able to demonstrate that they have completed previous contracts of a similar nature with a satisfactory record of performance, and that demonstrate that they have a satisfactory record of integrity. The City may investigate to determine the qualifications of the bidders as part of the evaluation of the bids, and the City may reject a bid that does not comply with the prescribed public contracting procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b).
Bidders must submit qualification statements in accordance with the terms of subsection 20-02 of the General Provisions (FAA) with their Proposal. Proposals submitted without qualification statements will not be accepted.

These goals are applicable to all of the Contractor’s construction work (whether or not it is Federal or federally assisted) performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the Contractor also is subject to the goals for both its federally involved and non-federally involved construction.
The Contractor’s compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a) and its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor’s goals shall be a violation of the contract, the Executive Order and the regulations in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed.

The City of Florence, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
A NON-MANDATORY pre-bid meeting is to be held at 11:00 a.m., local time on the 15th day of March, 2023, at the Florence Municipal Airport Office located at 2001 Airport Way, Florence, OR 97439. Interested prime and subcontractors are encouraged to attend. At this meeting, questions concerning the Contract Documents and the proposed work will be discussed. A tour of the project site will be conducted after the meeting, after which, no other formal tours or site visits will be scheduled.
This project is for a public improvement subject to the prevailing rates of wage requirements of ORS 279C.800 to 279C.870, or by the U.S. Secretary of Labor, whichever is greater. The City will not receive or consider a bid unless the bid contains a statement by the bidder that the bidder will comply with ORS 279C.838 or 279C.840. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this project. No bid shall be considered unless the bidder is licensed by the Oregon Construction Contractors Board or the State Landscape Contractors Board.
Bids must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the City in an amount equal to ten percent (10%) of the amount bid.
No bid may be withdrawn after the scheduled time for the public opening of the bid as specified above. The City reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interest of the City. The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids after finding that doing so is in the public interest.
